I believe the letter should tell you exactly what to do.
You will have to send in your driver's license. Make sure you mail it to the exact address it tells you to. Also make sure you send it with proof of delivery AND return receipt so you have proof you did send it. You will have to do that at the post office.
If you just mail it they can say they never received it. I had to send them my license plate one time because my vehicle was broke down for a long time and I didn't want to keep up the insurance. When I was ready to get the plate back they said they never got it
It was a hassle trying to get it back and then they said they found it stuffed in a drawer.
After your two years are up they will tell you if you still owe any fines or any money and you will have to be all caught up before they will send it back.

your question is vague can you appeal to a judge what did you do why not contact a lawyer
