Is it possible to send SMS from the Iranian mobile operator TCI to the Ukranian numbers?

We tried to send it to +38XXXXXXXXXX, but it doesn't work.

I send SMS from Dubai to Iran all the time. But you know when you call a mobile in Iran it is 0917 for example. When I send an SMS I do not add that 0, I just type in 917. For example: 00989173458743. Notice I did not put in that 0. Maybe you are doing something extra like that.
