What is the meaning of out of school children?

Children that are on the schools roles but not attending the school. This could be because of many facters...home school, truancy, moved but didn't offically drop from the old school, etc.

I would take this to mean students who are on the rolls of the school but are currently out of school suspended, have not withdrawn yet have moved, truants, or who are currently receiving tutoring services at home due to illness or due to hospitalization.

Could mean several things like they are home schooled they are suspended , they are not enrolled and should be.
