My friend had this problem the other night, on one format the option is not there, try looking for an option to goto the standard way of creating an auction and it is on there.
I believe the option is when you are specifying the categories

You specify it in postage.
However, depending on how easy the item is to transport, you can have other options.
I recently sold an item on eBay weighing around 90 kg (200 lbs) where I stipulated that I'd deliver the item to a local transport company. The buyer actually got a transport company to pick it up from my residence.

when you list the item you have an option on postage, there is a scroll down menu and below that there is a box to tick saying lock pick up only. I know there are two selling formats now but either one will have the option near postage services/options
