I think u have check the auto-hide option. To fix it, when taskbar comes by moving the mouse at bottom. right click on taskbar> go to properties>in taskbar tab uncheck the Auto-hide the taskbar option.

It will resolve ur problem.

Put the mouse over the task bar and right click, go to properties and turn off the auto hide feature, then turn on the lock taskbar.

Right click on taskbar- in the menu click on properties.
Then taskbar and start menu properties box will appear.
Find Auto-hide Taskbar and uncheck it.

Is your Taskbar now always shown on desktop?
