Terminator 2: Judgemnt Day.

Stars the greatest action star of all time.
Still brilliant special effecs.
Superb stunts, explosions, fight scenes, and all round non-stop action.
Excellent plot with a good intelligent story

None come close except the possibility of True Lies, that has all the same characteristics except it was a touch long.
But only a touch.

tough one! There are so many good ones for so many different reasons. I found Speed to be over-all one of the most enjoyable ones. I personally think Jason Bourne is about the best action hero around. Any classic James Bond movie is great, as well. Lethal Weapon remains one of the best action team-up movies, not to mention quite funny to boot. Collateral if you actually want character development and a plot.

Usually action movies are all about the special effects. They lead you from effect to effect, but do not have a good story line. There are a few action movies that succeed with both great story and special effects.
Predator has it all. . . an interesting story, great effects, and good acting.
