I suggest the Fall. That's when the school year starts, so there are many new students on campus. Since so many people are new, it's easier to make friends. In addition, at some universities, the first segment of a course is only taught in the fall, with the second segment taught in the spring (for example, Physics 1 would be in the fall, Physics 2 in the spring). So you may have a wider variety of classes open to you if you go in the fall.
In Spring, most students have already been there for a term, so it's a bit harder to break in and make friends.

The U.S. is a big country! it all depends on if you like snow or not. you can study in California and be warm or you can study in Michigan and be cold !
