I have been off work with a broken ankle since July 2006 and I return to work next week. I was still due 15 days holiday from 2006 and yet the company tell me they will only allow me 7 of those days on my return. Is this legal?

Yes, and you are lucky they are allowing you to carry 7 days over, Most employers allow less - or none!

Yes it is I'm afraid - things like that are usually in your contract. Some companies allow only a certain number of hols to be carried over to the next holiday year - or they will pay you for a certain amount. My employer only allows 5 days.

If you didn't ask for holidays to be used before the end of 2006 then you are not entitled to have any carried forward to this year and if you have been claiming sick pay for your time off you cannot also ask for holidays to be paid as well.

You can't usually carry them over to the next year, you should really have had them while you were off, it's more than sick pay.

It's usually at the company's discretion. Check your contract.
