Co-operative game theory speaks to the idea that a group of people will band together in order to enhance their survival probability. For instance, an optimum number of people is needed to forage for food (and later, to plant crops, husband animals, etc). If the population falls below a certain count, the group cannot effectively surpport itself as a community, individuals cannot support themselves with the same quality of life.

Now to the limitations:
A number greater than the optimal group size means the group could potentially outstrip its resources. In groups beyond a certain size, struggles for dominance could lead to internal divisions (civil or intra-tribal war).
