Copyright is always implied, whether it is explicitly stated or not, on all artistic works. This includes text written on webpages. You can paraphrase without permission, and then give credit to your source, but just copying the text over to your own webpage would be plagiarism. Also, if it is posted where it is publicly viewable, you can copy it for private use all you want, even if they said you're not allowed to. Once they post it in the public domain (i.e. not password protected or having restricted access of any form), that is implied permission for you to save a personal copy and supercedes any statements to the contrary, as long as it is only for personal use. Once you start redistributing it (like posting it on a different webpage), you are no longer using it for private purposes, and they have the right to order you to cease and desist.

Yes you can. Everything is possible on the web. Unless you are asking if you are permitted to use such information. Then I would say that you must first seek permission from the copyright owner. You could actually lift such information and modify it to look and read very differently from the source, that is if you are smart enough to do that without being caught. But I highly recommend that you develop your own content, it makes you more intelligent and brilliant. Peeping into other people's contents should be for the purpose of getting clues on how to develop yours.

You can use the copy - paste operation, and once you've paste it you can edit it. You cannot edit on someone else-s page. But be careful of what you are copying and editing, because you wouldn't want to be involved in author rights' law suits.

Unless they've put a copyright notice on the code, yes you can. But really, how could they check?

If you are keen at stealing you can do that. If not increase your intelligence by writing your own things
