It is the wrong kind of publicity. i.e. one which causes more damage to a person's reputation or a product's marketability.
It's also referred to as "negative publicity" and also, means pulicity of the undesired kind.

Adverse publicity is where someone is drawn to attention by the "public", which causes them bad, rather than good, in other words the publicity has a bad effect on them and their "image" if you like.

Well, seeing as he was originally seconded from his job within the Government, straight over to Portugal in early May, it looks like he's doing a little bit of both...
