Is it because they lay at the bottom of sea motionless during the day or because they r availabe in vast schools!!I MUST CHOOSE ONE OF THE TWO SO DON'T REPLY SAYING: BOTH ANSWERS R RIGHT,OK!!THIS IS SO CONFUSING!!

Herring swim in vast shcools containing hundreds of thousands of fish and the fishermen have sonar and underwater radar to detect where the shcools are so that they can put thier nets in the right place to catch the whole shcool at once. They are very fast swimming fish and do not stop moving all the time so as to confuse predators like dolphins, seals or sea birds.
