idea to do it over the telephone with a company like Vanguard. I have no idea what I want to do or invest in. I will need a lot of assistance. Is it practical to do it over the phone?

A little homework is in order:

Head over to Vanguard.com and see what they offer, as well as read through their discussion of major topics such as retirement and college savings, to determine what you're saving for and why. At least you won't feel so lost once you get on the horn w/ one of their customer service types.
