This could mean different things. Yes, of course there are people out there who do not understand how to ask a question otherwise and may simply want an answer or may be trying to describe a scenario such as "I went to the grocery store "but" decided not too." Granted it may come across as racist but you would really have to know what the rest of the question was and the direction it was going to fully know. The person may simply not have known any other way to ask a question in order to get an answer. It could have always been ask "If I am not racist then why".....and without knowing the rest conclusions could still be made. I most certainly do not like nor agree with any type of racism and there is no "but" about that period!

Maybe one or two reasons, firstly they are racist and start their questions or conversations off that way just so you know right at the beginning what they are like or secondly it could be the fact that society has drove us all nuts with that saying that they fear if they don't start their conversations off with it they will be seen as racist, weird old world we live in were people think they have to let us know whether or not their racist, whoever invented that word should be ashamed of themselves, we all have a beating heart and the same colour blood no matter our culture.

It's a well known fact that every person on this planet is racist. But being a racist doesn't mean That you dislike black people. I know 90% of people i know have all said they hate the Germans, 100% of people all hated the Nazis, And Muslims hate anyone that isn't Muslim. Every body's racist regardless of colour or creed, that's life and it's not going to disappear, so get on with it.

Because of our liberal minded society has made saying some things unacceptable. People have to qualify the things they say else be labeled things they are not.
It's sad but more often than not, the people that say phrases as you state, generally are white males. They have to say them because the minority community have been successful in changing the perceptions of the nation to allow bypassing focus on their inability to perform in a successful society. ANY challenge to their status or social standing gets one labeled as a racist.
But this is just a window into bigger issues that will in time, convert our great country into a 3rd world economy/culture. We are well on our way already....

There is plenty of legal racism in Britain. Surely if you have a 'society for advancement of black people' theoretically that is a racist society.
There would be an uproar if somebody called their organisation the oposite.
political correctness is ruining this country

I say to people who say that...
"Why do you think you had to tell me you aren’t a racist?
A lot of people aren't even aware they have actually said it, as such cringeworthy PC phrases have become so deeply embedded in peoples subconscious.

C'mon, one can have a little understandning about something and still not be labeled as such, right?
for example:
Whats so different about "I'm not a racist, but..." from
"I'm not a Nazi, but a little ethnic cleasing never hurt no one."
"I'm not a date-rapist, but who hasn't been desperate enough to steal their parents horse tranquilizers?"
"I'm not a Republican, but who doesn't want to get rich off the sacrifices of the poor?"
