I am the owner of http://excessivecatholicism.blogspot.com. I am trying to make the background image (on the left) translucent/slightly faded so that I can superimpose the text links (on the right) over it such that the links will still be legible. Does anyone know of freeware image editing software that I could do this with? Or is there some Windows application that will do the job?

Yeah, Sir Digby's right.
You can't, but you can if you use a gif.
Just open the jpg in PhotoShop or similar and edit the background to be transparent, then save it as a transparent gif

JPEG files dont support transparency. Options:

1. Set the background of the web page, or table cell to be the jpeg you want to use.

2. Incorporate the nav into the jpeg, and use image maps to add the links.

3. Use div tags to create layers so you can hover the text over the top of the image.

The translucent effect described as you want sounds like Alpha Blending to me; try GIMP or just look for Alpha Blending on a search engine, I know Alpha Blending is a common game technique and how KDE emulated Mac OS X translucency with 32-bit PC.

FastStone image viewer (Free Download) is the answer to your problem....You can manipulate the colors of your image by the provided conytols e.g. Contrast, Lightedness, Hue, Gama etc...
