Points for speeding remain on your licence and 'active' (i.e they will count towards other penalty points added to your licence) for 3 years.
However, you cannot actually have them removed until 4 years after the date of the conviction. As mentioned above, it will cost you £19 to clean your licence.

Normally 3 years but car insurance companies normally ask for endorsements from the previous 5 years. The printed or written points stays on your licence until you send it off to DVLA but they may charge a fee, but if you send it in for an address change or other reason it may be free.

I have 4 points on my License from 1997-1998. I asked if they was ever going to come off and the DMV told me no they stay on there forever but I am only held accountable for them for 3 years.

Teaching soldiers to drive gives me a good bit of noggin on this one. If you want to remove any expired endorsements from your driving licence eg penalty points for speeding, then you must apply to the Driver and Vehicle Licensing Agency (DVLA) using the relevant application form and fee.
remove expired endorsements £19.00
for all the info go to http://www.direct.gov.uk/en/Motoring/DriverLicensing/EndorsementsAndDisqualifications/DG_4022490
