A packet consists of three elements: the first element is a header, which marks the beginning of the packet; the second element is the payload, which contains the information to be carried in the packet; the third element is a trailer, which marks the end of the packet.
Different communications protocols use different conventions for distinguishing between the header, data, and trailer elements and for formatting the data. In Binary Synchronous Transmission, the packet is formatted in 8-bit bytes, and special characters are used to delimit the different elements. Other protocols, like Ethernet, establish the start of the header and data elements by their location relative to the start of the packet. Some protocols format the information at a bit level instead of a byte level.
A good analogy is to consider a packet to be like a letter: the header is like the envelope, and the data area is whatever the person puts inside the envelope. A difference, however, is that some networks can break a larger packet into smaller packets when necessary (note that these smaller data elements are still formatted as packets).
A network design can achieve two major results by using packets: error detection and multiple host addressing.

I would have appreciated it more if you would have been more specific though I would advice you to download avast or vir free software for the spy ware and for future i would advice you to mozzila firefox web browser which is more safer than MS Internet explorer I would also advise you to use MC ca fee site adviser for advice on a site to avoid spy ware or virus
though the message it may be showing is that "you are about to send a message through a UN-encrypted medium.....". then don't worry as it is a message that is shown because you are a local user and you are not using any encryption software to encode your message and its not advisable to send any confidential message through such a medium but for a comman usage its OK

this is notthing to worry about. When you connect to internet the computer sends 'packets' of data to your isp and isp sends back packet to your computer in return. That is what the meter is about.Even thou' you are not doing anything, the packets are transferred in small amount. Therefore its not spy ware or any other bugs, this happens to all the computers which are connected to the internet.

Install a firewall like Zone Alarm or SyGate. It will stop all traffic until you allow the connection. At that time you can see what is accessing the internet.
while malware in not unlikely remember that windows accesses the not a certain intervals to check for updates. So do many more programs like antivirus and allowed updates.
