If they can take the poop out of the water good enough to drink why isn't sea water an option? Can they could take the salt out of it?

They can and do. Israel actually sells desalinization programs to the Gulf countries, I also vaguely remember some deal between Turkey and Israel over this program (I dont remember if it actually went through or not...)...my guess is that the desal programs are more expensive than the human waste programs...I must admit, the whole human waste thing really grosses me out!
Desal programs are much stonger in countries that dont have large amounts of potable water, like the Gulf states...
