A desert is a place where more water is lost through evaporation than is gained from precipitation. Typically, most of the world’s deserts receive less than 10 inches of rain annually, because high mountains or trade winds block clouds. So yes, I would say they are dry.

By definition, yes. Even Antarctica is considered to be a desert (an ice desert) because it receives only about 6 inches of precipitation per year.

It's pretty dry all right, but there are some places in it where there is water. These are called oases. (One of them is an oasis).
In some deserts, there is mist at night. Animals have evolved to collect the mist into droplets of water and drink it.
Many deserts have occasional rain, in which case life suddenly flourishes until all the rain has dried up, then the life goes back into hibernation.
