he's in the garden with a bucket of clay and a long tube about 9 inches in length and a fair few inches wide.....hold on he's got a round thing now and he's filling that too.....damn these binoculars have just broken...........what do you think he could be doing?

sounds like he's making some kind of a border/decoration for his garden, or perhaps he's making a clay pipe with which to bash a nosey neighbor in the head.
