Its a very big problem that anyone is hacking and lock my pc from windows password . I have make reset password disk by floppy rom , but this hacker has crashed that also and written message in pasword hint that " I don't let you to use your pc , I have some devices from which I can access your pc from one mile far away and I am listening you also from your voice . No antivirus software, no window defender , no window firewall will block me to lock your pc "
Sir , there is no way to hide him , he crash all of windows password, I don't know who is he or she , just he write the message in hint place .
Please if you can help me so do it soon and give the solution so I can follow these instructions
Yes one main thing is that , I have no lan card , no net connection , no cable or dsl modem , then also he did lock my pc from windows password , I just reinstall my pc and within 5 min ( if he or she available at his place ) so he lock my pc .
2nd main thing is that , my pc got lock at only my home , and I got many pc from my friends, cousin , neighbours but this hacker does lock that all pc too . It means NO PC CAN RUN FROM MY HOME .
please I want your help on this matter

Sounds like the person is doing it from your own home. You have a few post asking the same thing there is a disk you can run and delete all other users and set a password up on your pc to stop anyone else using it. This has nothing to do with anyone changing anything remotely. A friend is messing you around and changed the password hint to freak you out.
While the computer is booting up you rapidly tap F8 before windows loads and pick Safe Mode then u can log in as administrator and change the password in the control panel and delete all other users.

1 How old are you? How old were you when you started breaking out? I'm 18 now. I started breaking out when I was 16. Never really had much acne before then. 2 Is your skin always clear, do you get spots sometimes, or do you almost always have a breakout? I get pimples near my period. Clean and Clear Morning Burst (the purifying one in the blue bottle). 4 Do you use face masks or scrubs or anything? What kind? I use St. Ives products for this. I use their clay firming mask at night (sometimes I skip it, but I try to do it quite a few nights a week). I also use their Apricot scrub once or twice a week. 5 What brand make up do you wear? What do you wear (foundation, concealor?, ect) Just drug store brands. I like Maybelline and Cover Girl products. I change the brand I use frequently because I'm looking for the best product for my skin (most of the best products I've used are Cover Girl). 6 How much makeup do you wear? Usually just concealer, foundation, and a bit of mascara. Sometimes some eyeshadow too. 7 What spot treatments do you use? Clean and Clear Persa-Gel 5. I put that on any pimples before I go to bed. 8 Do you eat junk food or healthy? I eat both healthy foods and junk food. Probably a bit too much junk food, but oh well. I also drink a lot of water. Water's a big help.

Sounds like he/she has installed a backdoor program. Are you on a dial-up connection? I don't know how he/she can listen to your voice, this may just be scare tactics.
You will need to wipe and reinstall again, but get all the protection software you need first. I recommend ZoneAlarm firewall from http://www.zonealarm.com . Get free AVG anti-virus and adware from http://free.grisoft.com/doc/1 . Download them at an Internet cafe if need be.
Install all this software on your fresh install before you connect to the Internet.
If you don't play games or anything like that, install and use Linux for free. Setup the firewall and let hem bash his head against a brick wall.

When the computer is starting up, press F8 the open advanced start-up options, then select Safe Mode, you can then change the computers local admin password if he has not already changed it.

Getting the FBI can be hard but try getting proof of whats happening, aka taking pictures and such and prove it to police in a non-technical way that they would understand. I hope this helps and be safe!
