The PS3 is region-free for PS3 games and also has a universal power supply.

Backwards compatability and blu-ray movies will be locked to the region in which the console was bought.

I would Guess that it uses the NSTC standard whilst The UK uses PAL, so the answer to your Question is that if you use a PAL TV you would need it to be chipped somehow.

However, The PS3 comes with Blu ray, so if you have a HD TV it may well work, and will play HD Blu ray disks on your HD TV when they become available.

Unfortunately the PS3 is region coded.

You will only be able to play US games.

One day someone will work out how to chip it similar to the way they did for the PS2, but at the moment that is not possible.

Also remember that we work on 220 volts and the states work on 110 volts, so you will need a voltage converter.

I have been told it is region free so they will work, BUT it wont be backwards compatible for the uk PS2 games.
