i dont mean heads of monarchy's. i mean heads of governments!

My history is a little fuzzy, but didn't Margaret Thatcher invade the Falkland Islands? I may be wrong.

Off the top of my head, Margaret Thatcher led the UK in a war with Argentina over the Falkland Islands.

Yes , Cleopatra of Egypt ... she was the only woman in the position of power to have war declared upon another nation..
