Any standard processor you can buy in a mass market computer (Athlon x2 / Athlon / Turion / Pentium core duo / Pentium core solo / and even Celeron) meets the Vista minimum spec.

Buy what looks like the best deal you can get... most memory, biggest disk drive, best quality screen, fanciest video card and best support deal... that's far more important than what processor is in it. If you're computer illiterate then you're not likely to be pushing any processor to their limits.

Most important... if you have any particular game make sure your new PC meets the spec of the game... games demand far more of the computer than Vista.

Any dual or quad core. Basically buy the most powerful one you can afford.

PS. Save money, install Linux and use XGL/Compiz for transparent 3D desktop.
