Will illegal music and movies be deleted? Does it block downloading new ones?

I wouldn't really worry about that. I'd worry instead about attempting to play 'protected content' (i.e. HD-DVD or Blue-Ray) on a large format screen that doesn't support HDCP. In that case, your $6000 screen will display display quite a lovely shade of black. This is not a glitch as it does work properly on older versions of Windows, including Windows XP Media Center Edition. If you wanna watch a protected movie on your 'unapproved monitor', you can't.

You read that right: With Vista, you're spending money to _reduce_ your functionality.

This is why I don't watch protected media and instead download everything with BitTorrent.
