Yes, your motherboard is not tuned to withstand ONLY 2.4GHZ it is upgradable. When you get a MB it has its max available listed, if it is a computer you purchased and did not personally build or have built, then it is upgradable to a certain level. Since you currently have a P4 2.4GHZ You will be able to safely upgrade to a 3.0GHZ because it is such a small upgrade, and because if it came with the 2.4GHZ it is capable of withstanding a small amount higher.
You will not notice much difference though, I recommend extra cooling, this will help over-clock the 2.4GHZ to run as if you had a 3GHZ installed.
If your tower can have more fans added, add them. This will speed up processor speed more than you could think possible!

Don't let anyone tell you otherwise, I have built computers for 10 years and have never fried one, and have been working as a tech to make extra $$$ for 6 years.
Trust me. Try the cooling, it'll blow your mind!

best is keep your pentium 4 2.4 ghz system and get a new pentium 4 above 3.5 ghz system if possible.

not advisable to get pentium 3ghz for now.

save up and focus on above pentium 3.5 ghz system with minimum 2 gb memory, master 160 gb non-partitioned hard drive and secondary 160 gb non-partitioned hard drive with 1 dvdrom drive and 1 dvd-writer drive and 6 usb ports and external 160 gb usb hard drive.

ps: once you have 2 computers, you can have a home network.
