Observing is passive and sometimes defensive. If a person posts a blog entry falsely accusing another of a crime on their 360 page, (example: phishing) or posts personal information about their family on Answers, observing may be done to protect their family.

Examples of stalking include sending unwanted, vicious emails, calling someone at their house to make false accusations or continuing to blog publicly about private disputes.

Please consider these differences.
