At the airport, after customs, there's a shop for rentals. However, if yo arrive at non-business hours, you can buy pre-paid phone cars at the local 7-Eleven convenient store to insert into your tri-band or quad-band from home country, or just buy a whole new phone at NOVA by Taipei Train Station linked to the subway station, because Taiwan offers incredible variety of cell phone models you don't see anywhere. Be sure it's also tri- or quad-band so you can use it back home.

At NOVA, there 3-4 stories complex of all the electronic, computer, cell phone goods shops. Be sure to comparison
shopping and bargain.

Otherwise, you can walk into any cell phone store you see. In Taipei, price cheating is uncommon in well establish stores. Also, you can buy them at large electronic stores.

The reason I didn't recommend more of a street market, it because the lack of price comparison, variety and possibility of non-English speakers plus chance of getting refurbished model.

Here's a website http://buy.yahoo.com.tw/?sub=6&hpp=gdcat.
Just pictures and NT$ may give you an idea of what to expect.

Hi,

You can pick up a prepaid sim card with a new number directly from the providers. TCC or Chunghwa. They have shops all over the city and at the Airport. Please have a copy of your passport ready as they will keep a copy. Sim cards from NTD300/- to NTD600. Top up cards can be purchased at any convenience shop like 7/11, OK , Nikko Mart etc.

When you fly in, there are several booths belonging to the different mobile phone companies. you can buy a prepaid SIM card from any of them. There's Chunghwa Telecom, Taiwan Taketa, Far EasTone and couple others. I picked up Far EasTone, and and you can get refill IF cards at any 7-11.

I think you can borrow the mobile phones at the airport.. as for the prepaid card, it's a bit hard to find. I used to travel ard 4-5 mobile shops to get just a prepaid card too!
