You should look into Suzhou, especially if you're in the high-tech sector - the Suzhou-Hangzhou area is emerging rapidly (thus, it's cheaper now) as an economic leader, and has enormous potential for the future.
Otherwise, the typical areas (Guangzhou, Shenzhen, Shanghai, Beijing, etc.) will probably be best for a foreign company to operate in. Operations here will be more expensive than in the Suzhou area, although you will get the benefits of being near consulates and other foreign-based companies.
