i seldom spend time in saigon, but for what it's worth, here's what i can tell you.
when we stay in a hotel it's either near the airport or in district 8. my wife will not pay more than 200,000 d for a room. i suspect that district 1 will be a little more expensive. the hotels we stay in are clean and basic. sorry i can't remember any names, but they will all be happy to show you their rooms.
we always make it a point to stop at santo's pizza ( bui dien st) near the metropole hotel. i've never had the pizza but the club sandwitches are excellent. it's a small, streetside cafe with a nice mix of tourists, expats and locals. you can also find a couple of $5 a night guest houses next door. there are also tailors (sy tan is great, 107A bui dien , looked on the tag of a suit that everyone compliments!) dress shops and art galleries lining the street.
the other must stop for us is cafe 357 on dien bien phu street. it's on the rotary with the clock in the center. i'm not sure of the district. it's owned by my oldest friends in vietnam. it's a seafood restaurant with food to die for. the crowd is strictly viet but my friends, anh thai and his wife cuc, speak excellent english.
i can't help you with the spa, as we've never been to one.
for shopping, ben thanh is the tourist place. city mart, across from the us consulate is smaller and less crowded. there are dozens of other markets all over the city that are less touristy.
a good idea would be to find a viet guide. the money and time they could save you is well worth it. sorry i couldn't be of more help but i prefer the country side.
enjoy

For hotels, just enter Ho Chi Minh City Hotels into your browser, you'll find just about every price range. I just returned from HCMC, and the best place to eat is Quan An Ngon, unbelievable and inexpensive, just about everything you could want in one place, great atmosphere, too. The best shopping is the Ben Tranh Market, a huge market with lots to choose from. Although I didn't use any day spas, they are everywhere around District 1, which is the tourist and financial district. Have fun!

Britain from a vacationers attitude is the main secure united states interior the international, England, Scotland, Wales & N eire make up the united kingdom or as some positioned it great Britain return and forth to Southern eire isn't confusing or risky nonetheless the forex is diverse, in case you have time Dublin is actual nicely worth a bypass to as is the rest eire. decrease back end of could early June in case you're to stand any risk of dry climate (a minimum of its been that way for the final 5 years). nonetheless Dartmoor is astounding i might recommend N Wales (Snowdonia) or the Lake District yet while poss' get as much as the Highlands of Scotland not lacking Edinburgh. How-ever i might recommend a bypass to to Chester united statesapplicable stored secret.

from 17-20th feb!? it'll be Têt over there, thus most of things will be closed, be aware of that
anyway, with 40$ you could find a wonderfull hotel, don't worry. Note that 8$/night is quite enough.

if you don't want to spend more than $40 US then the hotel that you are going to stay is not luxery, and it might be a little bit dirty. about the shopping and food, you don't have to worry because it is very cheap and taste very good. as for spas,, i don't think it is cheap. nowadays, spas in Vietnam are expensive. but it is depend on where you want to go. a good spas or a bad one. so it hard to say.
