Each state supports/monitors monies due to parents for child support. Depending upon the state you live in, and that state's determination to follow through on court orders to pay child support, any child support will be paid to the appropriate person.

If your state does not not monitor state and/or Federal tax returns, the non-custodial parent will not be penalized, and the custodial parent will receive nothing.

I have been told this is true. But, I don't know if this is applies to all states. I'm sure you could find out if you talked to someone in the courts.
