i.e. what does a person do if they want to be able to perform a marriage cerimony that will end up with a legal marriage. Preferrably steps without having to become affiliated with any kind of religion.

I didn't mean how does a person become another partner in a marriage with two people already. I meant how do you become the person who says "I now pronounce you man and wife..."

actually in most states anyone can perform a marriage, the couple just has to have a license and sign the contract after the fact. as long as witnesses are present the wedding is just a ceremony. in most states 2 people could get the license then go to their parents house and sign it. the parents sign as witnesses and they are married it is really just that easy. my dad married me and my ex-wife. he is a doctor with no training of any kind performing marriages.

You need to check the laws for your area to see who has legal power to marry someone. You might ask at the place that issues marriage licenses if they know.
