many countries have billions of poor people,rich people becomes rich everyday and the condition of poor people remains the same or they try every hard step to lift their lifestyle by just one step up.there are people with no food,shelter,clothing..... still in evry part of the world.so many die due to proper medical facilities.why dont the state have a serious look into this matter.i believe if all the poor people are given their needs and their neccesity, they shall always help the nation more economically then reduce the economy of the state.

Actually, to be honest, a poor person today in the U.S. is significantly different than a poor person in say, Medieval Europe, or Han dynasty China. What we refer to as poor today is not having many of the creature comforts we enjoy, such as not having a car or a TV. Being poor before the advent of the welfare state and the rise of charity as part of the public conscience meant not that you went without new clothes, or a good safe place to live, it meant that you starved.
As recently as 150 years ago (and I am sure you can find more recent examples) even people in Western countries died due to lack of resources, such as the Irish potato famine. With our improved ability to produce and transport basic staples, we have ensured that in most countries, we can avoid this.There are still many poor people in the world, and I do not want to diminish this fact or deny that we should help them, but the lot in life of those lowest on the economic scale has improved significantly from what it was several hundred years ago.
Your comment that giving the poor more would improve the overall economy has some merit, since an educated workforce is a boost tends to improve the economy, and good food and regular healthcare is cheaper than providing extreme measures once people fall ill. The problem is that nations tend to only help their own, and many countries are still at the level where they cannot help all their citizens. Also,many governments are short-sighted about the use of their resources, and do not help the country as a whole.
Overall, though, things are improving for the poor, and with any luck it will continue.

You are very much right to the core but you put emphasis on "welfare state" which is nothing but a big hoax for ages. State system always protect the rich & buldoze the poor.

Poverty is due to environmental factors( climatical/geographical/geological) and manmade factors(habbits of no work culture).Poverty is concentrated in slums(migrated from remote rural area/outsiders),remote places not easily accessible for development.Rich peoples pay less and extract more to become more rich.Government machinary is controlled by rich.It logically leads to richer to become more rich,poor to become more poor.
One of the way out is imbibe social unity,impartial Govt.
