I think Neil's got it right. People in elevated areas develop higher red blood cell counts because of lower oxygen levels.

It is because of the lower amounts of oxygen. But that actually causes more red blood cells, not white. More WBC would imply that they have more immune cells circulating in their body so i'm not really sure why that occurs...unless it's because a low oxygen environment causes the body to go into so sort of stress mode..
