We do it to clear the baby's airways. Crying activates several bodily functions a bit too complex to explain lol. It's also a good thing to do while cutting the umbilical cord so the baby doesn't feel any pain.

This isn't common procedure anymore, but may be done if the baby's not breathing. They do it to get the baby crying and assure that fluids are out of the lungs so the baby can breathe.

It was to get the baby to take a sharp breath in, and begin breathing. They don't do it anymore ... they usually just give the baby a few "flicks" on the sole of the foot, if they don't start breathing on their own.
