What you were told was right, in one sense, and wrong in one sense.
First the wrong. You need a visa to enter foreign countries. (US and Canada excluded, of course.) Can't travel without one.
Right. In the sense that you do not need to go through the paper work grind to get a tourist visa. You would just get on the plane, and upon your time at immigration, just tell the INS officer that you are on vacation and your passport will be stamped automatically with a tourist visa. So, it does FEEL like you don't have a visa, but you do.

You don't need to apply for a visa in advance if you plan to travel as a tourist. You just present a valid passport when you reach Japanese immigration stations at the international airports and your passport will be stamped with a tourist visa good for 90 days. If you plan to work in Japan, you will need to apply for a working visa in Japan.
