ASP.net from microsoft. They have an online store starter kit with paypall. You can get a free copy of the web developer at http://msdn.microsoft.com/express/vwd/ You can even build sites that will have increased windows vista support.

If you're building a store Miva merchant is a very good and easy tool for setting up stores. It's made for small business. A development company I worked for used it for many sites. It's simple enough that the clients could maintain their own products with a simple tutorial from us. They do have online demos. All pages are completely customizable. You have all ability to keep it simple with templates or expand to your own custom site design for your store.
