It could be - it also might not be. The best way to check the alternator is start your car and check the actual voltage with a voltmeter. You can test it right at the battery terminals and it should be reading above 13 volts (probably right around 14 volts - varies slightly from car to car). If your voltage is anything less that 13 volts the alternator won't keep the battery charged and you need to replace the alternator.

Your problem is a short somewhere in your brake light circut. Everytime you hit the brakes it's sending un-impeded voltage to that short. Which is then pulling power from the rest of the electrical system, since your headlights draw a lot of amprage, and are the most noticible that is where you are seeing the problem.

If your dash lights dim how about your head lights? Is thee alt light coming on? Very strange. If th car starts OK I doubt it is the alt.

It could be your alternator or it could be a bad or corroded connection on your battery. Also check your ground wire where it connects to your frame or engine block.
