yep, it means that, in the senate, each state has 2 votes. In congress, each state is given a representative according to population.

Equal representation in the Senate is 2 votes for each state. In the House, representatives are elected according to the population of each state. The two house Congress is essentially a middle road between the bigger and smaller colonies when the Constitution was first formed.
