My first thought: Texas, Florida, California or New York. I choose Texas though because Florida has hurricanes, California has earthquakes, and New York is too cold. Good thing I live in Texas. :)

I would hope to have better alternatives to the US. I would actually pick somewhere safer where you have more personal freedom. The Philippines would be good.
