windows firewall blocks all programs by default. To enable programs through firewall go to
control panel (classic view) > windows firewall or
control panel > Security center > windows Firewall
click on Exceptions tab to Add programs in the allowed list (you will require administrative account to do it)

abode windows firewall is all GUI based, in assessment to Linux, plenty simpler. start up>administration Panel>risk-free practices>abode windows Firewall, and there you will locate the tabs on which you will exchange the ports to allow by way of or block

you can define custom ports in the windows firewall advanced properties.
But do not rely too much on XP firewall... it is a joke. Try to do something with a spare mummy pc and linux. ipcop.org has a great firewall and it is free.

Good luck
