I seriously doubt that this is legal in any state.
You need to call the Attorney General of the state where you live and ask for help. If you have a labor department or Bureau of Labor, call them and tell them your story.
Where I live, an employer would have to pay you major damages for doing this to you. They would also have to pay your lawyer fees.
If the above doesn't help you, call some lawyers in your area and ask them about it. I always answer these calls. It's a chance to make some easy money and the good part is that you don't have to pay a dime of it, I get it from the guy that is trying to give you the shaft.

It depends. Were you paid bonuses or other money at the time you were hired with the understanding that you agreed to work a year? Did you sign an agreement to that effect? If so, then yes.
