I believe what you are refering to is the Mobile Web, which will function on any mid or upper teired Verizon Wireless phone. The Mobile Web (wap = wireless application protocol) costs $5 per month to access. As stated, it will use airtime minutes during peak hours unless your phone is VCAST capable and you add the VCAST package, which would allow unlimited airtime usage. VCAST is essentially a comprehensive data package that will allow you to access streaming video such as news, entertainment, weather, and sports clips. Some of the content is free, while some also have premium charges, for example $1.99 to 2.99. With VCAST you will also get unlimited access to the Mobile Web where you can send an receive emails with Yahoo, AOL, or Hotmail, check movie listings, news, shop eBay, etc. The VCAST pack will also provide you with unlimited airtime to Get-It-Now where you can download ringtones, wallpapers and games. You do not need the $15 pack to download MP3 from Vcast Music however and you may also just purchase Mobile Web for $5 alone. You would still have access to download games and ringtones without it, but it would use your airtime minutes to do so, which can be avoided by using it after 9pm or on the weekend. If you just got a new phone Verizon usually provides 1 month free if you wanted to sample the VCAST content.

Actually, from VZW's Web Terms and Conditions:
In addition, whenever You launch Your browser, You are charged airtime usage fees. Airtime fees are billed in either "minutes" or "kilobytes" increments, depending on Your price plan. In each case, this unit is taken out of any minute or kilobyte bundles You may have in Your applicable price plan. If no bundled minutes are available (i.e., they have been used already this month or none exist on Your particular price plan) then You are charged a "per unit" charge. Per unit charges are specific to each calling plan. You can call Customer Service to determine the specific rate You will pay according to Your particular calling and/or data plan.
