I think humour is a part of personality, but wit is something you can develop.
Humour is either making jokes - easy, just learn a lot of jokes, or it's the ability to see something funny in every situation. That takes more work.
Wit comes from education, I think. For example, if you read a lot, you will learn different phrases, quotes, ways of replying to things, which will make you sound witty and clever. It takes some time and commitment, but it's worth it. You can also learn that from movies, but I think literature is much better.

I believe that some people are just born with it. My second born son, now 8, has it. Since he was about 3, (just talking well), he has been quick, and funny! He would say things that would make people wonder where this little kid comes up with these things???
He certainly didnt get it from me. I will enevitably, think of what I SHOULD HAVE SAID sometime the next day! Dad is quick, but more sarcasm involved.

250! This one puts me into level 2! ~HAH! Yeah!
I think the secret to being comical is to recognize that even the most serious situations can be twisted into a pathetic attempt to control the human experience. When you find that hint of pathetic, you know right where to tackle the funny.
For instance, when your husband is telling you that he wants to run with the bulls (it's a guy thing), you simply grin and tell him you'll be so proud of him that you'll want to see every moment. "I'll get you a red shirt so I can find you on camera... no worries; I've heard bulls are color blind" :)
...it's a joke! Don't thumb-down me!
See? Pathetic!

I think it just comes natural. Its a personal response to the world around you, and it can be a coping tool. Sometimes its just better to laugh and make light of the situation than let things or other people get to you. Never let life get you down!

Sometimes us witty and comical people stick OUR FEET RIGHT INTO OUR BIG MOUTHS TOO. For me it was a coping mechanism. Was teased very much as a teenager and was shy.

i think itd be real pompous of me to come on and say how witty and clever i am, but from what i can gather, people see me as witty and clever, and i think its in part to my dry sense of humor and idk being a little pessimisstic never hurt... but yeah my parents are quick too, but i'm very different from them
