Because they are changing there voice to alower or higher pitch (depends) on the song like look at Ozzy for instance he is awesome he sings great but when he talks Look Out you cant understand him at all even with or with out the vulgarities lol

Singers are artists. They have a message/emotion to convey. Sometimes an artist feels that the message can best be conveyed with (or without) a particular accent.
Some examples that I know of.
1. The Rolling Stones had a hit with "Honky Tonk Woman" A year or so later, they redid the song with a VERY thick "American country accent" They called the song "Country Honk" They were/are big fans of the country genre.
2. Led Zeppelin did the same sort of thing on their last studio album in 1979. The song was called "Hot Dog" where they mimicked very realistically not just the playing style of country music, but the accent and phrasing as well.
3. The Grateful Dead did the country accent thing many times, most notably in 1970 with the discs "American Beauty" and "Workingmans Dead". They were enamored with the style of Crosby Stills Nash & Young, and sought to, dare I say, copy it.
4. The Beatles. I could write endlessly about John's fascination with Elvis and other early rockers, and often copied his/their style. Listen to John on "Don't let me down" and you can hear very well his Cockney accent, at other times, he sings with what can be best described as an American accent.
5. Me, I am from Northern Indiana, an area of the country known for not having any accent, any.... But I can sing copying the style of the Black Hills of North Dakota, Tennessee, Texas, or Spanish in several accents (most notably Chilango, which is Mexico City) as I now live in Mexico.

I don't know why, but you definitely have a good point.

George Strait is a wonderful singer. But, if you listen to him in interviews, he has the biggest Texas twang accent you ever heard. It's really funny hearing him talk and then hearing him sing.

Also, Mel Tillis, another country singer can sing just fine. But, when he talks, he stutters. It's not an act. I once heard an interview with him and he couldn't explain it either.

That doesn't happen all the time. Look at Syd Barrett (old singer/guitarist of Pink Floyd). He sung with a very distinct British accent.

well, the song is in an accent too it's just a different accent from them talking, but it's still there. listen to damon albarn or david bowie, you'll think it isn't there but then compare it to an american and you'll hear it.

i'm not sure but it is kinda wierd sometimes...maybe because you use something different when you sing...???
