Hi
I have a fast broadband internet connection but because my pc is old I get stuttering video when I watch any streaming video on sites like youtube
So I wanna get a new notebook and I would like to know what specs to look for?
Please advise the minimum required as I am on a budget

If I were getting a new notebook - it would be a dual-core processor with a minimum of a gig of ram.....and a mid to higher video card. Don't forget, with laptops to spend your money on the right things..... like getting the best monitor possible.... makes a big difference. With that configuration, if you want to put Vista on down the road, it's ready.
If you can't afford that, then get at least a Pentium IV or comparable with a minimum of 512.
