If it doesn't concern you, get marshmallows and have a mm roast.
If it concerns you, unplug it and take it to be serviced or phone your computer brand's help line. Doesn't sound good, and if I were you I'd be concerned. If it's a short, it might _perhaps_ start a fire if left plugged in (especially if left unattended).
It isn't a Dell by any chance, is it?

Power Supply is going out. Be prepared to buy a new one. Fix it before it fails, because when it finally fails it can damage other parts in your computer.

open the pc and see if theres any burden part either on the motherboard of power supply it could be a fried modem

Take it to where u got it and ask them if anything is wrong if its a serious problem buy a new comp and be happy
