Thats a hard one. To clean it I would use a slightly damp cloth with any regular household cleaner. Nothing too heavy though... Water and vinegar is usually a good mix, or windex.
To clean the scratches, as far as I know nothing short of sending it back to the manufacturer will get those out. Thats why I suggest next laptop you are thinking about, get a black case... It shows less scratches

Don't use any type of cleaning products on your iBook screen except for a damp cloth. I'm not sure what you can use on the outer casing. I would imagine that anything you want on that.
