Which "fire" is the hottest...or by deadline, then if you've got 3 or 4 things due on the same day, sort by which you can get done the fastest...

decide what criteria are important to the company (like revenue, difficulty to build, and resources required-- and assign a scale like 1-3, whereas 1 may be the lowest and 3 is the highest), and then assign a value to each criteria for each project. Total 'em up and then sort them high to low. Fund as much as you can until you run out of funds, or run out of projects...For example, one item might be: build a new plant. revenue: "2"; difficulty to buuld: "3"; and reources required: "3"...
