In the absolute sense, history does not have the capacity, in and of itself, to make decisions. People, on the other hand, tend to make the same errors over and over again.

Prominent historical figures (as in kings and presidents) are required to make decisions that affect many lives. The consequences of their decisions are exaggerated by the multitudes of the lives they touch. They are required to make extremely difficult decisions, based on complex events, and under extremely precarious circumstances.

When they make rash decisions based on emotional reactions rather than informed, well thought out strategies, the results are often less than ideal.

Since mankind is still in the early phase of their social development, leaders (and everyone else) tend to make uninformed decisions based on emotions/self-interest. It is rare in our day and age to elect a benevolent leader who is motivated by peace and generosity. Until we evolve, and elect leaders of a different mind set, decisions will be made in the same, old, tired way. Hence, history will appear to repeat itself.
